Tracey Lowey

Ms. Tracey Lowey is presently a Senior Crime and Intelligence Analyst in the Alberta Law Enforcement Response Team (ALERT) Human Trafficking Unit. Prior to this assignment, she was an Analyst for the Calgary Police Service Homicide and Organized Crime Units. During this time, Lowey primarily supported homicide and organized crime investigations including murder, attempted murder, serious assault and kidnapping. She was the assigned Analyst to three homicide/gang task forces including Operation Synergy (2003), Operation Desino (2012) and Operation Heart (2016). During these operations, her role included liaising with other analysts, the analysis of Part VI information (wiretap), analyzing cell phone communications and financial data, creating i2 association charts, timelines and testifying in court.


Lowey has been an Instructor in the Bachelor of Arts Degree in Criminal Justice program at Mount Royal University for 25 years. She has taught Crime and Intelligence Analysis, Aberrant Behaviour, Issues and Trends in Canadian Policing, Young Offenders and Crime Scene Investigations and Evidence. She is currently the Acting Academic Coordinator at Athabasca University in the Bachelor of Professional Arts Degree in Criminal Justice program. Lowey has been with Athabasca University for 25 years and is the tutor for Crime and Intelligence Analysis, Psychology of Criminal Behaviour, Victims of Crime, Risk Assessment and Threat Management and Forensic Psychology.


Lowey received her Bachelor of Arts Degree in Psychology from Carleton University and Master of Science Degree in Criminal Justice from Minot State University. She is currently an Instructor and active member of the International Association of Law Enforcement Intelligence Analysts (IALEIA) and the International Association of Crime Analysts (IACA).
