Debra Holbrook

Debra Holbrook is Director of Forensic Nursing at Mercy Medical Center in Baltimore, where she coordinates care for victims of interpersonal violence across all Baltimore City hospitals. After early work in critical care, she founded Delaware’s Forensic Nurse Examiner Program, which became a national model. Holbrook has served as a subject expert for the Department of Justice and U.S. Military, pioneered the use of alternate light source in forensic cases, and testified before Congress supporting the DNA Justice Act. She has authored over $11 million in grants and delivered more than 200 SANE trainings worldwide. Holbrook’s many honors include Fellow of the American Academy of Nursing, ANCC Magnet International Nurse of the Year, and awards from IAFN and multiple state and international organizations. Her programs provide comprehensive forensic care to patients of all ages and backgrounds, setting precedents in practice and policy.
