
Stacie Blackburn
Division Manager

Stacie Blackburn is a Division Manager with Pinal County Juvenile Court Services and has more than 23 years of experience in the field of juvenile justice. Her experience has provided her with a unique perspective on the challenges faced by youth involved in the juvenile justice system and the importance of early identification, prevention, and supportive services. In 2016, Blackburn became the Minor Victim of Sex Trafficking Specialist for Pinal County. In this role, she initiated a multidisciplinary collaborative team that brings together the Department of Child Safety, Family Advocacy Center, juvenile probation departments, and local and state law enforcement agencies. She has worked extensively to strengthen multidisciplinary responses and improve communication and coordination among agencies serving youth who may be at risk of or experiencing sexual exploitation and trafficking. In 2017, Blackburn implemented the use of the Minor Victims of Sex Trafficking Screening Tool at every entry point into Pinal County Juvenile Court Services, helping ensure that youth are consistently screened for potential trafficking victimization and connected with appropriate resources and supportive services. She has also partnered with Arizona State University to collect and analyze data related to trafficking and youth involved in the juvenile justice system, using that information to increase awareness, inform stakeholders, and identify opportunities to strengthen prevention and intervention efforts. Blackburn is dedicated to improving outcomes for youth and families involved in the juvenile justice system. She has a particular passion for agency collaboration, prevention, early identification, and ensuring that probation plays a meaningful role in connecting vulnerable youth with the services, resources, and supportive relationships they need to move toward safety and stability.
